ABOUT THE WELFARE IN THE BARENTS REGION
bstract. This article analyzes one of the most topical, but at the same time not very well studied directions of the Barents Euro-Arctic region cooperation – sociocultural policy. A special attention is devoted to the understanding of the concept “social welfare”, the aims behind the establishment of social-welfare societies and their realization in different parts of the Barents region. The analysis focuses on the basis of the changes in the welfare of people that have taken place under the influence of so- cio-economic and political factors in the Russian and Scandinavian parts of the Barents region from the 1960s and up to 2010s. The author is using statistical sources and examples of cooperation between Northern Russia and Northern Norway in order to elucidate the growth of well-being in the population, due to more developed social services, social help, social education and at the same time a more secure society on the both sides of the border.
